Contract C1 Traffic Control Plan (TCP)

Traffic Control Plan (TCP).
The TCP is divided into phases and steps. Listed below is a description of each phase and step of construction to be accomplished. See the Plans for additional information.

Phase 1 - Step 1

  1. Install advance warning signs.
  2. Remove existing railroad bridges.
  3. Install SW3P devices.
  4. Construct portion of outfall structure at STA 1287+37 and westbound frontage road storm sewer system.
  5. Construct proposed roadway illumination along westbound frontage road.
  6. Construct permanent westbound frontage road from STA 1281+00 to STA 1363+00 and from STA 1383+50 to STA 1395+00 excluding SH 6 intersection. Provide a leave out at the existing Metro T-ramp.
  7. Construct the proposed entrance and exit ramps. Leave openings for uninterrupted traffic at side streets, and clearance at the column of the Addicks Park & Ride T-ramp structure.
  8. Construct temporary ramps PH1R1, PH1R2, PH1R4, PH1R5 & PH1R6 with temporary cross culverts.

Phase 1 - Step 1A

  1. Shift westbound frontage road traffic to temporary ramps PH1R1, PH1R2. Construct westbound frontage road from STA 1275+00 to STA 1281+00.
  2. Construct temporary pavement at medians along SH 6 as shown.

Phase 1 - Step 2

  1. Install advance warning signs.
  2. Close westbound frontage road thru traffic at SH 6.
  3. Shift SH 6 two-way traffic onto existing northbound lanes.
  4. Construct temporary and permanent paving and temporary drainage at the intersection as shown.
  5. Place temporary striping for lane configuration to be used in Phase1 Step 3.
  6. Shift westbound frontage road traffic to new westbound frontage road west of SH 6.

Phase 1 - Step 3

  1. Install advance warning signs, no access to SH 6 and thru traffic from westbound frontage road.
  2. Shift SH 6 two-way traffic to pavement constructed in Phase 1 Step 2.
  3. Construct temporary and permanent paving and temporary drainage at the intersection.
  4. Restripe SH 6 pavement to pre-construction lane configuration. Open to traffic.
  5. Shift westbound frontage road traffic to new westbound frontage road from STA 1363+00 to west. Use temporary ramp PH1R6 for detour frontage road traffic from existing westbound frontage road to new westbound frontage road.
  6. Contractor shall install all permanent small signs along new westbound frontage road as per permanent signing layout unless they are in conflict with the remaining construction.

Phase 2 - Step 1

  1. Westbound frontage road traffic is on newly constructed westbound frontage road lanes.
  2. New temp ramps PH1R4 and PHIR5 are open.
  3. Construct temp u-turn at SH 6.
  4. Construct remaining westbound frontage road storm sewer system.
  5. Construct westbound frontage road from STA 1363+00 to STA 1383+50 excluding Eldridge Parkway intersection.
  6. Construct westbound mainlane pavement from STA 1321+54 to STA 1328+07 and STA 1345+46 to STA 1355+50.
  7. Construct temporary ramp PH21R1 and PH21R2.
  8. Construct temporary drainage and ditch.
  9. Section 6 contractor to construct temporary pavement for westbound mainlanes detour from Section 7 to Section 6 and proposed pavement from STA1392+60 to STA 1395+00.
  10. Construct temporary pavement at medians along Eldridge Parkway as shown.

Phase 2 - Step 1a

  1. Install advance warning signs, no access to westbound frontage thru traffic and westbound frontage road access from Eldridge Parkway.
  2. Close westbound frontage road thru traffic at Eldridge Parkway.
  3. Shift Eldridge Parkway two-way traffic onto existing northbound lanes.
  4. Construct temporary and permanent paving and temporary drainage at the intersection as shown.
  5. Place temporary striping for lane configuration to be used in Phase 2 Step 1B.
  6. Shift westbound frontage road traffic to new westbound frontage road from Eldridge Parkway to west.

Phase 2 - Step 1B

  1. Install advance warning signs, no access to Eldridge Parkway from westbound frontage road and westbound frontage road thru traffic at the Eldridge Parkway.
  2. Shift Eldridge Parkway two-way traffic to pavement constructed in Phase 2 Step 1A.
  3. Construct temporary and permanent paving, and temporary drainage at the intersection.
  4. Restripe pavement to Eldridge Parkway pre-construction lane configuration. Open to traffic.
  5. Westbound frontage traffic is completely shifted to new westbound frontage.
  6. Contractor shall install all permanent small signs along new westbound frontage road as per permanent signing layout unless they are in conflict with the remaining construction.

Phase 2 - Step 2

  1. Install advance warning signs. Close existing ramps and open new temp ramp PH21R1 and PH21R2 constructed in Phase 2 Step 1.
  2. Transition mainlanes traffic at the beginning of the project as shown.
  3. Construct temp u-turn at Eldridge Parkway.
  4. Construct the westbound mainlanes from STA 1275+00 to STA 1321+54, STA 1328+07 to STA 1345+45, and STA 1355+50 to STA 1392+60. This work includes construction of the westbound bridges at SH 6, Langham Creek and Eldridge Parkway.
  5. Leave out 24'x30' around an existing column of the existing Metro T-ramp from STA 1314+49 to STA 1314+79.
  6. Construct permanent and temporary drainage structures.
  7. Construct the temporary pavement inside of exist eastbound frontage road from STA 1275+00 to STA 1299+50 with temporary shoring as shown.

Phase 3 - Step 1
IH-10 mainlanes

  1. Shift the existing westbound IH-10 traffic from the existing lanes to the new westbound right-most three lanes constructed in Phase 2, Step 2.
  2. From sta. 1275+00 to STA 1395+00, begin construction of remaining westbound mainlanes and part of eastbound mainlanes.
  3. Construct temporary and permanent drainage structure.
  4. Construct new elevated HOV lane structure including Park & Ride ramp, leave out two spans at the existing turn-table structure.
  5. Construct temporary on-ramp for the eb traffic at STA 1339+07 to STA 1348+38.
  6. Construct temporary eastbound mainlane off-ramp from STA 1297+84 to STA 1314+37.
  7. Construct temporary eastbound cross-over from STA 1345+00 to STA 1357+00. Finish this on the weekend with HOV closed and shift the traffic for Phase 3 Step 2 right after that.
  8. Section 6 contractors to construct temporary pavement for eastbound mainlanes detour from Section 7 to Section 6.
  9. Construct the eastbound storm sewer system and outside proposed frontage road from STA 1276+90 to STA 1296+63.

Phase 3 - Step 1
Park and Ride lot

  1. Construct managed lanes, exit and entrance ramps, bridges, retaining walls, pavement, etc. In the following sequence.
    1. Remove existing pavement from STA 10+00 to STA 21+92.
    2. Construct permanent drainage from STA 10+00 to STA 21+92.
    3. Construct toll lane access ramp bridge, walls BB, CC, and GG, and permanent pavement.
    4. Construct exit and entrance ramp bridges. Existing Park & Ride driveway to be detoured to west most lanes during bent construction at STA 27+00.
    5. Construct embankment, retaining walls EE, FF after Metro's contractor has completed traffic circulation to the proposed driveway at STA 25+30.

Phase 3 - Step 2

  1. Install advance warning signs and channelization devices.
  2. Shift eastbound mainlane traffic onto the inside lane of the new westbound IH-10 mainlanes at approximate STA 1345+00 to STA 1357+00.
  3. Shift Park & Ride traffic from the existing Metro T-ramp to the new Metro T-ramp. New elevated HOV structure to provide access eastbound and westbound from and to Park & Ride only (no thru movements west of Park & Ride on this structure).
  4. Shift the HOV traffic from its existing location to the westbound mainlane pavement.
  5. Open new eastbound temporary ramp constructed in Phase 3 Step 1.
  6. Demolish the existing Metro T-ramp including columns in the vicinity of STA 1314+50. Turntable to remain.
  7. Finish construction of the proposed westbound mainlanes in the vicinity of the old T-ramp and from STA 1384+63 to STA 1400+74.
  8. Shift eastbound frontage road traffic from beginning of project to STA 1296+63 to outside and construct inside frontage road from STA 1276+90 to STA 1296+63.

Phase 3 - Step 3

  1. Install advance warning signs and channelization devices.
  2. Demolish and remove existing HOV turntable in the vicinity of the Addicks Park & Ride at STA 1314+71. Freeway to be closed for this operation.
  3. Demolish and remove existing Langham Creek and Eldridge Parkway bridges.
  4. Construct permanent and temporary drainage structures.
  5. Construct the inside half of the proposed eastbound mainlanes between STA 1296+30 and STA 1351+00.
  6. Construct the eastbound mainlanes from STA 1356+00 to STA 1373+80 including Langham Creek structure.
  7. Construct remaining two spans of the new elevated HOV structure.
  8. Begin construction of the eastbound mainlanes retaining walls in the vicinity of Eldridge Parkway.
  9. Construct the temporary pavement inside of existing eastbound frontage from STA 1315+30 to STA 1352+00 and STA 1360+14 to STA 1395+00.
  10. Construct the temporary pavement for eastbound frontage road detour PH 33 R1.

Phase 3 - Step 4

  1. Install warning signs and channelization devices.
  2. Shift the eastbound mainlanes traffic from their location onto the inside half of the new westbound mainlanes west of SH 6 overpass. Then east of the SH 6 overpass, transition eastbound mainlanes onto the inside half of the new eastbound mainlane pavement, around the Metro T-ramp, and back to the inside half of the westbound mainlane pavement before STA 1345+00. Construct the outside eastbound mainlanes STA 1275+00 to STA 1357+00.
  3. Use standard TCP(6-4A) for closure of Eldridge Parkway off ramp STA 1304+00. Construct the temporary exit ramp for Eldridge Parkway at STA1315+00 and open within two days.
  4. Shift eastbound frontage road traffic to inside temporary pavement 1315+30 to STA 1352+00.
  5. Detour the eastbound frontage road traffic across the eastbound mainlane Langham Creek bridge.
  6. Demolish the existing mainlane bridges at SH 6 and eastbound frontage road bridge at Langham Creek.
  7. Construct SH 6 intersection as per SH 6 Phase 4 Steps 1 and 2.
  8. Finish SH 6 Phase 4 Step 1 and Step 2.
  9. Construct permanent and temporary drainage structures.
  10. Complete construction of the eastbound mainlanes from STA1275+00 to STA 1395+00.
  11. Construct the new eastbound mainlane bridge at SH 6 & Eldridge Parkway.
  12. Shift SH 6 traffic to north & south frontage road as shown in Phase 4 Step 3 and begin construction of IH10 overpass substructure at IH-10 and SH 6 intersection.
  13. Construct the outside portion of the proposed eastbound frontage from STA 1321+86.7 to STA 1351+00 and STA 1367+45 to STA 1395+00, and full section from STA 1351+00 to STA 1367+45 including eastbound frontage road bridge at the Langham Creek.
  14. Construct the temporary pavement inside of existing eastbound frontage road from STA 1296+66 to STA 1314+00.

Phase 3 - Step 5

  1. Install warning signs and channelization devices.
  2. Shift eastbound frontage road traffic to inside temporary pavement from STA 1296+66 to STA 1314+00 and outside new eastbound frontage road from STA 1321+86.7 to STA 1395+00.
  3. Construct permanent and temporary drainage structures.
  4. Construct the inside portion of the proposed eastbound frontage from STA 1321+85 to STA 1351+00 and STA 1367+45 to STA 1395+00, and outside portion from STA 1296+66 to STA 1314+00.
  5. Construct outside 26 ft of eastbound frontage road from STA 1275+00 to STA 1276+90.
  6. Open new exit ramp PH36 R1 and close exist exit ramp at STA 1315+00. Construct outside 26 feet of eastbound frontage road from STA 1314+00 to STA 1321+85. (Phase 3 Step 5A)

Phase 3 - Step 6

  1. Install warning signs and channelization devices.
  2. Construct permanent drainage structures.
  3. Shift eastbound frontage road traffic to new outside eastbound frontage road portion from STA 1296+66 to STA 1321+85.
  4. Construct the inside portion of the proposed eastbound frontage from STA 1296+66 to STA 1321+85.
  5. Construct the proposed eastbound mainlanes from STA 1313+06 to STA 1317+24.6
  6. Close temporary on ramp at STA 1348+00 and open proposed on-ramp at STA 1278+00. Finish proposed on ramp at STA 1348+00. (Phase 3 Step 6A)

Phase 3 - Step 6A
IH-10 eastbound fr ramp

  1. Install advance warning signs and channelization devices.
  2. Shift traffic onto south side of eastbound fr.
  3. Construct permanent drainage structure.
  4. Construct ramp from eastbound fr to ramp.

Phase 3 - Step 6a
Eldridge Parkway & Vicinity

  1. Install advance warning signs and channelization devices.
  2. Shift Eldridge Parkway two-way traffic to southbound lanes.
  3. Construct permanent drainage structure.
  4. Construct Eldridge Parkway northbound lanes and u-turn.

Phase 3 - Step 6B
Eldridge Parkway & Vicinity

  1. Install advance warning signs and channelization devices.
  2. Close eastbound frontage road on weekend with detour as shown.
  3. Construct part of eastbound frontage road at Eldridge Parkway using fast track construction.

Phase 3 - Step 6C
Eldridge Parkway & Vicinity

  1. Install advance warning signs and channelization devices.
  2. Close eastbound frontage road on weekend with detour as shown.
  3. Construct remainder of eastbound frontage road at Eldridge Parkway using fast track construction.

Phase 3 - Step 6D
Eldridge Parkway & Vicinity

  1. Install advance warning signs and channelization devices.
  2. Shift Eldridge two-way traffic to northbound lanes.
  3. Construct permanent drainage structure.
  4. Construct Eldridge Parkway southbound lanes and u-turn.

Phase 4 - Step 1
SH 6 & Vicinity

  1. Contractor shall begin construction of SH 6 north of IH-10 as soon as soon as verification is received from the engineer for ROW acquisition and utility adjustment. Approximate date of start of construction is in or before October 2006.
  2. Contractor shall begin construction of SH 6 intersection at IH-10 Phase 3 Step 1 and Step 2.
  3. Contractor shall begin construction of SH 6 intersection at IH-10 after demolition of existing IH10 bridge in IH-10 Phase 3 Step 4.
  4. Install advance warning signs and channelization devices.
  5. Stripe and shift traffic as shown.
  6. Construct permanent and temporary drainage structures.
  7. Construct northbound frontage road.
  8. Construct southbound frontage road north of IH-10.

Phase 4 - Step 2
SH 6 & Vicinity

  1. Contractor shall begin construction with IH-10 Phase 3 Step 1 and Step 2 and after Phase 4 Step 1.
  2. Contractor shall begin construction of SH 6 intersection at IH-10 after demolition of existing IH-10 bridge in IH-10 Phase 3 Step 4.
  3. Install advance warning signs and channelization devices.
  4. Stripe and shift traffic utilizing part of northbound frontage road south of IH-10.
  5. Construct permanent and temporary drainage structures.
  6. Construct southbound frontage road south of IH-10 as shown.

Phase 4 - Step 3
SH 6 & Vicinity

  1. Install advance warning signs and channelization devices.
  2. Stripe and shift traffic to northbound and southbound frontage roads
  3. Construct permanent drainage structures.
  4. Construct SH 6 mainlanes, embankment, retaining walls, bridge, pavement etc.
  5. Construct roadway illuminations.
  6. Install permanent stripes and signs. See striping and signing layout for details.

Phase 4 - Step 3A-B
SH 6 & Vicinity

  1. Install advance warning signs and channelization devices.
  2. Stripe and shift traffic to alternate locations.
  3. Construct pavement at IH-10 eastbound frontage road and SH 6 intersection, and Park Row, Grisby and Memorial at SH 6.
  4. Install permanent stripes and signs where appropriate. See striping and signing layout for details.

Phase 4 - Step 3C-F
SH 6 at Park Row

  1. Install all additional signs and channelization devices.
  2. Stripe and shift traffic to alternate locations.
  3. Construct remaining pavement at the intersection of Park Row at SH 6.
