Contract C2 Traffic Control Plan (TCP)

Traffic Control Plan (TCP).
The TCP is divided into phases and steps. Listed below is a description of each phase and step of construction to be accomplished. See the Plans for additional information.

Phase 1 - Step 1

  1. Coordinate traffic control with contractors on abutting projects CSI 0271-07-249 and CSI 0271-07-248.
  2. Install all advanced warning signs.
  3. Relocate or temporarily adjust conflicting utilities prior to construction in this phase.
  4. Install SW3P devices.
  5. Construct 950 feet of northern westbound mainlane section on east end of project.
  6. Construct detour 6A per "traffic control plans detour 6A plan and profile" sheet.
  7. Maintain existing two-way traffic and bike lanes along Old Katy Road.
  8. Temporary widen Old Katy Road.
  9. Construct proposed Dairy Ashford and Kirkwood intersections per intersection sub-phasing sheets.
  10. Maintain operation of existing high mast lighting.
  11. Install (1) 6x3 floodlight onto existing LP 63. See "temporary lighting plan" sheets for detail.

Phase 1 - Step 2

  1. Contractor to field verify existing and proposed utilities prior to installing the permanent north drainage system in this step. Of note, contractor to field verify existing and proposed utilities along the south side of existing Old Katy Road.
  2. The following permanent laterals are shown to be constructed beneath live utilities in Phase 1 Step 2: 6A-3, 6C-9 and 6G-2.
  3. The following permanent laterals are shown to be constructed over or around existing live utilities in Phase 1, Step 2: 6A-10, 6E-3, 6E-40, 6E-42, 6E-46, 6E-55, 6E-58, 6E-74, 6E-94, 6E-116.
  4. The following stations indicate locations along Old Katy Road where permanent storm trunk is to be constructed beneath live gas lines in Phase 1 Step 2: STA - 1426+06, 1429+40, 1438+60, 1457+79, 1465+16, 1473+94.
  5. Temporary storm sewer laterals listed below and shown for installation during this phase of construction are necessary to avoid existing live utilities along the south side of Old Katy Road. If the conflicting live utilities along the south side of Old Katy Road have been removed or abandoned, installation of the temporary storm sewer laterals listed below will not be necessary. In this case, the permanent storm sewer laterals may be constructed in place of the temporary storm sewer laterals: 6A-2T, 6C-2T, 6E-5T, 6E-18T, 6E-20T, 6E-35T, 6E-49T, 6E-58T, 6E-114T, 6E-130T, 6E-137T, 6E-143T, 6E-148T, 6H-2T and 6H-5T.
  6. Also, if the conflicting live utilities along the south side of Old Katy Road have been removed or abandoned, additional proposed storm sewer laterals listed below (shown to be installed in Phase 5 Steps 2 & 3) may be constructed in this phase: 6A-8, 6C-4, 6C-7, 6G-5, 6E-13, 6E-26, 6E-31, 6E-53, 6E-69, 6E-73, 6E-119, 6E-124, 6E-126, 6E-139, 6E-157 and 6H-3.
  7. Provide access to all adjacent properties at all times during construction.
  8. Restripe Old Katy Road after permanent north drainage system line is installed.
  9. Maintain operation of existing high mast lighting.
  10. Install (1) 6x3 floodlight onto existing LP 65. See "temporary lighting plan" sheets for detail.

Phase 1 - Step 3

  1. Convert and restripe Old Katy Road to one way westbound while moving bikeway to north side of Old Katy Road.
  2. Install R6-1, R5-1 & R5-1A signs at each cross street.
  3. Install SW3P devices.
  4. Maintain traffic on existing westbound exit and entrance ramps.
  5. Utilize sections of the existing westbound frontage road as exit and entrance ramps to access Dairy Ashford and Kirkwood.
  6. Construct the proposed westbound mainlane section including the northern third portions of the proposed bridges at Dairy Ashford, Kirkwood, and Turkey Creek.
  7. Construct the permanent walls on the north side of the proposed bridges at Dairy Ashford and Kirkwood. Install temporary shoring as shown in the plan sheets.
  8. Construct westbound temporary ramp "TCP13R1" per temporary ramp detail sheet during hours allowed in general notes.
  9. Construct detour 6B per "traffic control plans detour 6B plan and profile" sheet during hours allowed in general
  10. Maintain operation of existing high mast lighting.
  11. Install (2) 6x3 floodlights onto existing LP 52 and LP 58. Install high mast pole HM 6-4 in temporary location. See "temporary lighting plan" sheets for details.
  12. Install permanent high mast poles HM 6-2 and HM 6-6. See "temporary lighting plan" sheets for details.

Phase 1 - Step 4

  1. Remove Old Katy Road bikeway and restripe Old Katy Road.
  2. Construct permanent pavement for ramp.
  3. Construct westbound temporary ramp "TCP14R1 through TCP14R3" per temporary ramp detail sheets during hours allowed in the general notes.
  4. Maintain operation of existing high mast lighting.
  5. Install permanent high mast poles HM 6-10 and HM 6-12. See "temporary lighting plan" sheets for details.

Phase 2 - Step 1

  1. Install temporary signals at Dairy Ashford and Kirkwood.
  2. Move all westbound frontage road traffic to Old Katy Road.
  3. Shift westbound mainlane and all HOV traffic to the new pavement constructed in Phase 1 Step 3.
  4. Switch westbound ramp traffic to the temporary ramps constructed in previous phase.
  5. Construct 1200 ft of mainlane section from just east of West Forest Dr. To the end of the project.
  6. Construct detour 6C per "traffic control plans detour 6C plan and profile" sheet.
  7. Construct the proposed Dairy Ashford and Kirkwood intersections per the intersection sub-phasing sheets.
  8. Maintain operation of existing high mast lighting.
  9. Install high mast pole HM 6-14 in temporary location. See "temporary lighting plan" sheets for details.

Phase 2 - Step 2

  1. Shift eastbound mainlane traffic to detour 6c constructed in Phase 2 Step 1.
  2. Construct eastbound temporary ramp "TCP21R2" within 12 hours after shifting eastbound mainlane traffic to detour 6C. Refer to temporary ramp plan & profile sheets for information.
  3. Construct the middle third section of mainlane pavement, including the bridge sections over Dairy Ashford, Kirkwood, and Turkey Creek.
  4. Install temporary drainage between the proposed mainlane built in the previous phase and the proposed pavement built this phase.
  5. Construct detour 6C per "detour 6C plan and profile" sheet.
  6. Construct eastbound temporary ramps "TCP22R1" through "TCP22R4" connections to the proposed pavement construction this phase. Refer to temporary ramp plan & profile sheets for information. After completing the proposed pavement to be constructed this phase, shift EBML traffic to the proposed EBML pavement and construct the remainder of temporary ramps within 12 hours while maintaining at least 2 lanes of traffic on EBFR.
  7. Construct the proposed Dairy Ashford and Kirkwood intersections per the intersection sub-phasing sheets.
  8. Maintain operation of existing high mast lighting and previously installed high mast poles.

Phase 3 - Step 1

  1. Install SW3P devices.
  2. Shift eastbound mainlane traffic to new pavement constructed in Phase 2 Step 2.
  3. Switch eastbound ramp traffic to temporary ramps constructed in Phase 2 Step 2.
  4. Place temporary shoring for the construction of the permanent walls on the south side of the proposed bridges at Dairy Ashford and Kirkwood.
  5. Remove existing embankment for the construction of the permanent walls on the south side of the proposed bridges at Dairy Ashford and Kirkwood.
  6. Construct the permanent walls on south side of proposed bridges at Dairy Ashford and Kirkwood. Begin placing fill for eastbound IH-10 pavement.
  7. Construct temporary pavement on eastbound frontage road.
  8. Modify eastbound temporary ramps "TCP22R1" through "TCP22R4" per eastbound temporary ramp detail sheets "TCP31R1" through "TCP31R4" during hours allowed in general notes.
  9. Construct proposed Dairy Ashford and Kirkwood intersections per intersection sub-phasing sheets.
  10. Install permanent high mast poles HM 6-1, HM 6-3 and HM 6-11. See "temporary lighting plan" sheets for details.
  11. Install high mast poles HM 6-8 and HM 6-13 in temporary locations. See "temporary lighting plan" sheets for details.
  12. Remove existing high mast poles LP 52 through LP 65.

Phase 3 - Step 2

  1. Install permanent south drainage structure.
  2. Shift eastbound frontage road traffic onto temporary pavement placed in Phase 3 Step 1.
  3. Construct southern third of the proposed mainlane bridge sections over Dairy Ashford and Kirkwood.
  4. Construct Turkey Creek eastbound frontage road bridge.
  5. Construct southern half of proposed eastbound frontage road.
  6. Fast track permanent pavement on cross streets along the eastbound frontage road.
  7. Maintain access to adjacent properties at all times during construction.
  8. Extend CTB and move & reset react to protect ramp construction on ramps TCP32R2, TCP32R3, & TCP32R4.
  9. Construct temporary ramps from EBML to just north of temp EBFR.
  10. Close temp ramp TCP22R1 prior to completion of construction of temp ramp TCP31R1 and temp shoulder pavement east of ramp.
  11. Shift EBFR traffic onto completed EBFR pavement prior to completing the remainder of temp ramps utilizing overnight construction.
  12. Construct eastbound temporary ramps "TCP32R1" through "TCP32R4" per temporary ramp detail sheets.
  13. Construct proposed Dairy Ashford and Kirkwood intersections per intersection sub-phasing sheets.
  14. Maintain operation of previously installed high mast poles.

Phase 3 - Step 3

  1. Shift eastbound frontage road onto new pavement constructed in
  2. Switch eastbound ramp traffic to temporary ramps constructed in
  3. Construct northern half of the proposed eastbound frontage road.
  4. Construct the permanent entrance and exit ramps for the eastbound mainlanes at Dairy Ashford & Kirkwood.
  5. Construct the remaining permanent walls on south side of the bridges at Dairy Ashford and Kirkwood.
  6. Construct proposed Dairy Ashford intersection per intersection sub-phasing sheets.
  7. Maintain operation of previously installed high mast poles.
  8. Install proposed high mast poles HM 6-5, HM 6-8 and HM 6-9. See "temporary lighting plan" sheets for details.
  9. Remove and relocate high mast pole HM 6-13 onto its permanent location. See "temporary lighting plan" sheets for details.


Phase 3 - Step 4

  1. Switch the eastbound ramp traffic to the permanent ramps constructed in Phase 3 Step 3.
  2. Complete construction for proposed eastbound frontage road.
  3. Complete construction of proposed eastbound mainlanes.
  4. Modify temporary ramps to match proposed pavement for proposed permanent ramps.
  5. Construct proposed Dairy Ashford intersection per intersection sub-phasing sheets.
  6. Maintain operation of previously installed high mast poles.

Phase 4 - Step 1

  1. Install SW3P devices.
  2. Shift eastbound frontage road traffic onto the permanent location.
  3. Shift westbound frontage road traffic onto the temporary pavement constructed in Phase 1 Step 1.
  4. Complete construction of the remaining proposed mainlane section.
  5. Construct the northern half of proposed westbound frontage road.
  6. Construct the portion of Turkey Creek bridge north of the proposed westbound frontage road baseline.
  7. Fast track permanent pavement on cross streets along westbound frontage road.
  8. Maintain access to adjacent properties at all times during construction.
  9. Construct proposed Kirkwood intersection per intersection sub-phasing sheets.
  10. Maintain operation of previously installed high mast poles.

Phase 5 - Step 1

  1. Shift westbound frontage road traffic to new pavement
  2. Constructed in Phase 4.
  3. Install SW3P devices.
  4. Shift eastbound frontage road traffic onto the permanent location.
  5. Shift westbound frontage road traffic onto the temporary pavement constructed in Phase 1 Step 1.
  6. Complete construction of the remaining proposed mainlane section.
  7. Construct the northern half of proposed westbound frontage road.
  8. Construct the portion of Turkey Creek bridge north of the proposed westbound frontage road baseline.
  9. Fast track permanent pavement on cross streets along westbound frontage road.
  10. Maintain access to adjacent properties at all times during construction.
  11. Construct proposed Kirkwood intersection per intersection sub-phasing sheets.
  12. Maintain operation of previously installed high mast poles.
  13. Close all westbound entrance and exit ramps to traffic
  14. While constructing westbound temporary ramps "TCP51R1" and "TCP51R2" per temporary ramp detail sheets during hours allowed in the general notes.
  15. Construct proposed Kirkwood intersection per intersection sub-phasing sheets.
  16. Maintain operation of previously installed high mast poles.
  17. Install permanent high mast pole HM 6-7. See "temporary lighting plan" sheets for details.
  18. Remove and relocate high mast pole HM 6-4 and HM 6-14 onto its permanent location. See " temporary lighting plan" sheets for details.

Phase 5 - Step 2

  1. Switch westbound ramp traffic to temporary ramps constructed in Phase 5 Step 1.
  2. Construct southern half of the westbound frontage road and the remaining portion of the Turkey Creek bridge, along the proposed westbound frontage road.
  3. Construct temporary ramp "TCP52R1" per temporary ramp detail sheets during hours allowed in the general notes.
  4. Complete construction of the permanent exit ramps to Eldridge and Kirkwood.
  5. Construct proposed Kirkwood intersection per intersection sub-phasing sheets.
  6. Maintain operation of previously installed high mast poles.

Phase 5 - Step 3

  1. Switch ramp traffic to ramps constructed in previous step.
  2. Complete construction of proposed westbound frontage road.
  3. Complete construction of entrance and exit ramps at Dairy Ashford.
  4. Complete proposed Kirkwood intersection per intersection sub-phasing sheets.
  5. At the completion of Phase 5 Step 3, the contractor shall relocate the CTB as shown on the signing and pavement marking layout sheets.
