Traffic Control Plan (TCP)
TCP notes:
- Access shall be maintained to all driveways and property owners at all times unless otherwise approved by the engineer.
- Utility bore pits shall be covered and protected during non-working hours with barrier and as approved by the engineer.
- For allowable lane closures times, peak and off-peak hours, night time and weekend closure times, refer to general notes and specifications.
- Temporary retaining walls shall meet the same requirements and specifications as the permanent walls. Geotechnical manual is available at the area office upon request.
- All proposed right of way parcels are not available unless otherwise approved by the engineer.
- All connector construction and mainlane bridge construction, beam erection, etc, shall be performed with road closures as approved by the engineer.
- All structural steel within a unit shall be fully erected before placing the slab. The contractor shall be responsible for partial unit erection stabilization.
- When foundations and proposed pavement areas are shown to be constructed during the same phase and step, the foundations shall be constructed first before any proposed pavement is constructed.
- The contractor shall be required to erect various beams on this project in low clearance and limited space conditions. The contractor shall provide the necessary equipment and personnel to accomplish this work under these restricted conditions. No separate payment shall be made for this work.
- No work shall be performed on the proposed westbound mainlanes in phase 1 until all power poles that are in direct conflict are removed and relocated or as approved by the engineer.
- Existing sidewalks or pathways shall be maintained at all times until proposed sidewalk and pedestrian elements are in place unless otherwise approved by the engineer.
- Contractor shall verify all locations of existing foundations and drill shafts prior to any construction adjacent to exist structure and foundations.
- Existing culverts that will not be used for temporary drainage shall be backfilled with cement stabilzed base, this shall be considered subsidiary to the various bid items.
- Contractor shall coordinate proposed culvert placement with southwestern bell and other utilities whenever it is in direct conflict with those utilities.
Phase 1 overview
The major work effort in phase 1 will be to convert Old Katy Road (two way) to the I-10 interim westbound frontage road (one way) with temporary ramp connections to the existing I-10 mainlanes and begin constructing the westbound mainlanes of I-10. Thus, the westbound frontage road will be detoured on the temporary pavement to the newly overlaid I-10 westbound frontage road. Detour of the existing bike lane along Old Katy Road will be necessary in this phase. Widening to the outside (northside) of Old Katy Road will be necessary to detour the bike lane.
Phase 1 Step 1
Construction:
- Construct detours at Old Katy Road for future relocation of the westbound frontage road, at the west and east end of the project and at Beltway 8 (detour DET11-A,DET11-B,DET11-C).
- Relocate power poles to approximately 10’ - 20’ corridor immediately south of Old Katy Road. These relocations shall be coordinated with the area engineer and adjacent sections (CSJ 0271-07-247 and 0271-07-254) when working on both ends of the project and within the project limits. The relocations are to be done by others; however, ample room shall be allowed by the roadway contractor to allow this work to be done within the project limits as deemed necessary by the area engineer.
- Build the foundation for bent E8 or as soon as acquisition of row permits.
- Build detour for existing bike lane on north side of Old Katy Road from West Wick Drive to Britmoore. Adjust the elevation of manholes on the north side of Old Katy Road as needed or directed by the engineer, no payment shall be made for this, it is subsidiary to the various bid items.
- Add barrier between the two way bike lane and Old Katy Road and as needed for slope protection.
- Construct temporary drainage structures and grade existing ditches along existing Old Katy Road.
- Spot repair areas along Old Katy Road as directed by the engineer. This shall be paid for under Item 351-521 “repair exist FLEX PAV STR (var depth)”.
- Overlay Old Katy Road with 2” of hotmix. The hotmix shall be graded smoothly so that cross-slopes are constant.
- Stripe and sign Old Katy Road and all sidestreets for one way westbound frontage road traffic from the limits shown on the plans.
- Extend driveways at Old Katy Road to detour 11-B.
- Construct detour to connect existing westbound frontage road to the newly built detour at Conrad Sauer and on the west at West Wick Forest.
- Construct temporary ramps at approximately station 1534+00, 1570+00 and 1597+00.
- Widen Old Katy Road on the southside from approximate station 1509+00 to 1525+00.
- Construct temporary extension on Wilcrest road and u-turns and connect to Old Katy Road.
- Construct a portion of the westbound mainlanes from 1592+52 to 1595+00 to be used as a temporary ramp in a future phase.
- Construct and widen to the outside on the Beltway 8 frontage roads as shown on the plans from approximately station 610+00 to 620+00.
Phase 1 Step 2
Construction:
- Construct portions of the westbound mainlanes from station 1493+50 to station 1500+00, 1527+00 to 1531+61 and 1573+46 to 1577+00.
- Construct temporary ramps at approximately station 1495+00,1535+00 and 1574+50, adjacent to the previously built ramps on new mainlane pavement.
- Construct temporary widening on the inside of the northbound frontage road from station 618+38 to station 626+00 and from station 642+50 to station 651+35. Construct temporary widening on the inside for the southbound frontage road from 618+42 to 627+25 and from 643+00 to 653+00. Stripe the widening.
- Construct permanent pavement for the northbound frontage road from station 615+97 to 618+38 and for southbound frontage road from 613+24 to station 618+72.
- Construct foundations and columns as shown on the plans or as directed by the engineer in preparation for columns placement in later phases.
Traffic:
- Shift existing westbound frontage road traffic to Old Katy Road on the west end and east end and at Beltway 8 using detour DET11-A, DET11-B and DET11-C.
- Shift entering and exiting traffic to the following ramps TR11-A, TR11-B, TR11-C and TR11-D.
- Shift traffic to the newly, temporarily widened southbound and northbound frontage road.
Phase 1 step 3
Construction:
- Construct westbound mainlanes (minimum width 60’, maximum width 120’) for the entire length of the project.
- Construct and phase the abutment retaining walls at Wilcrest and Beltway interchange. Install the retaining walls adjacent to the westbound mainlanes.
- Construct temporary retaining walls along the westbound mainlanes as shown on the plans.
- Construct ramp stub-outs for westbound ramp to Beltway 8 and westbound entrance from Gessner.
- Construct block-outs around existing direct connector columns.
- Construct pavement to previous ramp block-outs.
- Construct temporary widening for westbound entrance ramp.
- Construct temporary connections to east and west direct connectors (exit from I-10 WB to NB/SB and entrance from sam houston NB/SB to WB).
- Construct portions of major box culverts under proposed pavement that is being built in this phase.
- Enclose the existing box opening at station 1561+00 approximately 75’lt. This will join the 2-5x10’and 2-6’x3’’ box from the westbound frontage road and the box that crosses I-10 at approximately station 1560+00. This shall use cement stabilized base and it shall be backfilled in accordance with item 132. This junction will be paid by the appropriate bid item. However, the backfill and cement stabilized base shall be subsidiary to the various bid items.
- Adjust inlets and manholes as shown on the plans for the Beltway 8 frontage road widening.
- Construct temporary right turn lane on southbound frontage road.
- Construct the outside part of the northbound and southbound frontage roads north of I-10 and south of I-10.
- Construct temporary pavement from approximately station 625+97 to 626+98.
- Stripe new westbound mainlane pavement for temporary lanes, ramps and connectors.
- Construct toll zone block-out at the west end of the job.
- Construct sanitary sewer leads and water service leads along with other utilities as shown on the toll zone utility layout.
- Construct drill shafts and foundations for toll zone blockouts at the west end of the job.
- Construct detour modifications at Beltway 8.
- Construct temporary pavement on the east end adjacent and into section 4 limits from approximate station 1586+00 to 1592+00. This shall be coordinated with section 4 and area engineer. Ramp TR11-D will be closed on a weekend or at night to place the temporary pavement for operation.
Traffic:
- Shift ramp traffic to newly built temporary entrance and exit ramps (TR12-A, TR12-B and TR12-C).
- Shift the Beltway southbound and northbound frontage roads to the previously built inside lanes.
Phase 2 overview
The major work effort in phase 2 will be to continue to construct main- lane pavement, portions of the direct connectors, flyovers and frontage roads.
Phase 2
Construction:
- Construct mainlane pavement up to existing HOV lane (minimum 48’, maximum 60’). With leave outs for existing connectors and bents.
- Construct the remainder of box culvert 2-10’ x 10’ at approximately station 1547+80 to the existing edge of the existing HOV. Bore from that location to the south to the next junction box south of this location.
- Construct frontage road detours at Beltway 8 for northbound, southbound and eastbound frontage roads.
- Construct portions of northbound and southbound flyovers to abutment walls.
- Place temporary CTB and striping for future relocation of HOV lane.
- Widen and overlay Old Katy Road at east end of project.
- Construct bent B4 and C2 foundation and cover up with embankment material. The eastbound and westbound frontage road detours will be built on top of this foundation bent. The starter bars will be covered up with base material. Bars shall be cleaned using a blast cleaning method approved by the engineer prior to building column.
Traffic:
- Shift westbound traffic to new westbound mainlanes previously built.
- Shift northbound and southbound frontage road traffic to the outside.
- Open ramp TR 1-3D to traffic.
Phase 3 overview
The major work effort in phase 3 will be to continue to construct the mainlane pavement up to the existing eastbound mainlanes, frontage road intersections and flyover structures. The detention pond will also be constructed in this phase, coordination will need to be maintained with SBC throughout the pond construction along with culverts associated with this construction.
Phase 3
Construction:
- Remove existing CTB on north side of old HOV lane.
- Construct pavement between the existing eastbound mainlanes and newly shifted HOV.
- Construct portions of northbound and southbound flyover structures.
- Construct proposed beltway frontage road intersections and I-10 frontage roads.
- Construct ramps TR31-A, TR31-B, TR31-C and TR31-D.
- Construct the southwest detention pond and pump stations at I-10 and Beltway 8 interchange. Do not construct the parking lot on the northeast quadrant of the pump due to conflicts with the EBFR detour. Contractor to verify future eastbound frontage road detour limits.
Traffic:
- Shift HOV traffic to temporary HOV lane on new pavement.
- Shift traffic to Old Katy Road at east end transition.
Phase 4 overview
The major work effort in phase 4 will be to construct remaining eastbound mainlanes with block-outs for temporary ramp connections and construct north half of the westbound frontage road and temporary ramps. (note: Phase 4 Step 2 cannot be started until proposed row is acquired and utilities are cleared.)
Phase 4 Step 1
Construction:
- Construct direct connector bent foundations under east bound mainlane pavement.
- Construct remaining eastbound mainlanes with block-outs for temporary ramp connections.
- Reconfigure northbound and southbound frontage road detour after existing mainlane structure is clear.
- Constuct retaining wall on the east bound mainlanes, excluding block-outareas.
- Finish abutment walls at Beltway 8 and Wilcrest.
- Construct remaining northbound frontage road at the eastbound frontage road detour.
Traffic:
- Shift eastbound mainlane traffic to newly constructed pavement.
- Open the southbound flyover to traffic.
Phase 4 Step 2 (right of way and utility relocations completed by this step)
Construction:
- Construct north half of westbound frontage road and build culverts underneath proposed pavement.
- Construct temporary ramps.
- Construct temporary connections to westbound and eastbound frontage roads.
- Construct portions of frontage roads in conflict with detours utilizing temporary lane closures at night under traffic.
- Complete remaining section of southbound flyover.
Traffic:
- Shift the eastbound/westbound frontage road traffic to previously built area at the Beltway 8 and I-10 interchange.
- Shift the northbound/southbound frontage road traffic to the proposed section.
- Bike route on westbound frontage road relocated by others.
Phase 5 overview
Phase 5 will include the remaining portions of the westbound frontage road, northbound and southbound flyovers and the westbound direct connector H and B, E and C approaches.
Phase 5 Step 1
Construction:
- Complete remaining north bound flyover construction.
- Construct foundations and bents for the westbound approach to direct connector C, E, H and B.
Traffic:
- Shift westbound frontage traffic to the north side to previously built westbound frontage road.
- Open the southbound beltway flyovers to traffic.
Phase 5 Step 2
Construction:
- Construct part of the approaches for the westbound direct connectors H and B and for westbound direct connectors E and C.
- Construct proposed entrance and exit ramp under westbound direct connectors H and B and under westbound direct connectors E and C.
- Construct the inside of the proposed westbound frontage road.
Traffic:
- Open northbound flyovers to traffic.
Phase 5 Step 3
Construction:
- Construct westbound entrance ramp from Beltway 8.
- Continue westbound direct connector approach construction for H and B and for E and C.
- Construct westbound exit ramp to Beltway 8 and continue westbound frontage road construction.
Traffic:
- Shift traffic to new westbound exit ramp to Wilcrest.
- Construct north side of eastbound frontage road and exit ramp east of Beltway 8.
Phase 5 Step 4
Constuction:
- Construct at-grade portions of westbound direct connector E and C entrance and retaining walls at Wilcrest.
- Construct pavement at blockout locations for temporary ramps.
- Fast track Wilcrest westbound to eastbound u-turn.
Traffic:
- Shift traffic to new westbound exit ramp to Beltway 8.
- Shift traffic to new westbound entrance ramp from the westbound frontage road to I-10 westbound.
- Close Wilcrest wesbound to eastbound u-turn for fast track non-peak hour construction. Coordinate closure with engineer.
Phase 6 overview
The major work effort in phase 6 will be to demolish existing direct connectors H and A, G and B from southbound to westbound and eastbound and from northbound to westbound and eastbound, and complete construction of the new direct connectors B and H, A and G. In addition construct portions of the eastbound frontage road.
Phase 6 Step 1
Construction:
- Demolish existing southbound to westbound direct connector H.
- Demolish existing southbound to eastbound direct connector A.
- Construct southbound to westbound direct connector H and portion of southbound to eastbound direct connector A.
- Construct a portion of the eastbound frontage road.
- Demolish existing median at Wilcrest from station 0+00 to approximately station 3+50.
Phase 6 Step 2
Construction:
- Demolish existing northbound to eastbound connector G.
- Construct temporary widening on north side of eastbound frontage road east of Beltway 8.
- Construct temporary eastbound exit ramp.
- Construct outside portions of Wilcrest, eastbound to westbound u-turn, temporary connections, and fast track pavement areas as shown in the plans.
Traffic:
- Open new southbound to westbound direct connector A to traffic.
- Shift traffic to the center of Wilcrest.
Phase 6 step 3
Construction:
- Construct remaining south portion of eastbound frontage road.
- Refer to pavement plan for limits of fast-track.
- Construct blockout and a portion of eastbound exit to Attingham Drive.
- Construct portion of eastbound connector A and G straddling new exit ramp.
- Construct foundations and bents for northbound to eastbound connector G.
- Construct center portion of Wilcrest and eastbound frontage road.
Traffic:
- Shift traffic to outside of Wilcrest.
Phase 6 Step 4
Construction:
- Construct portions of southbound to eastbound connector A and northbound to eastbound connector G.
- Refer to pavement plan for limits of fast-track.
Traffic:
- Open Wilcrest to traffic.
Phase 6 Step 5
Construction:
- Construct remaining portion of direct connector C, A and G approach and exit ramps.
- Construct remaining eastbound frontage road, east of Beltway 8, on the north side of the eastbound frontage road.
Phase 6 Step 6
Construction:
- Demolish existing northbound to westbound connector B.
- Construct remaining portion of northbound to eastbound connector G and northbound to westbound connector B.
- Construct main lane block-out for existing westbound connectors H and B that were previously demolished.
- Construct temporary bent B5 (phase 1) underneath connector B and demolish the outside section of existing connector “C” at that location. Traffic on connector “C” shall be handled using CTB and end treatment.
Traffic:
- Open new southbound to eastbound connector A.
Phase 7 overview
The major work effort in phase 7 will be to demolish existing direct connectors D and E, C and F from eastbound to northbound and southbound, westbound to northbound and southbound, and complete the construction of the new direct connectors C and E, D and F. In addition, construct portions of the eastbound frontage road and Wilcrest drive.
Phase 7 Step 1
Construction:
- Demolish existing westbound to northbound and eastbound to northbound direct connectors E and D.
- Construct westbound to northbound direct connector E.
- Demolish columns on west side of Beltway 8 interchange for existing HOV lanes.
Phase 7 Step 2
Construction:
- Demolish existing eastbound to southbound connector F.
- Construct widening on eastbound frontage road and temporary ramp.
Phase 7 Step 3
Construction:
- Construct south portion of eastbound frontage road west of Beltway 8. Refer to pavement plan for limits of fast-track.
- Construct eastbound mainlane blockouts and a portion of eastbound entrance ramp.
Traffic:
- Move eastbound frontage road traffic to widened section.
Phase 7 Step 4
Construction:
- Construct portion of eastbound to northbound and southbound connectors D and F.
- Construct north portion of eastbound frontage road to entrance ramp and fast-track opening of permanent ramp.
Traffic:
- Move traffic to new south portion of eastbound frontage road.
Phase 7 Step 5
Construction:
- Construct remaining portion of eastbound to northbound connector D.
- Construct north portion of eastbound frontage road and main-lane blockouts.
Traffic:
- Shift traffic to new eastbound entrance ramp.
Phase 7 Step 6
Construction:
- Demolish existing westbound to southbound connector C.
- Construct eastbound to southbound and westbound to southbound connectors C and F.
- Construct mainlane blockout for existing westbound connectors C and E.
