Contract E1 Traffic Control Plan (TCP)

Traffic Control Plan (TCP).
The TCP is divided into phases and steps. Listed below is a description of each phase and step of construction to be accomplished. See the Plans for additional information.

Work Prior to Phase 1

  1. Install advanced warning signs prior to commencing work.
  2. Install necessary storm water pollution prevention items prior to commencing work.
  3. Install Campbell Road culvert crossing under freeway.
  4. Existing drainage pump station relocated by others at intersection Campbell Road and westbound frontage road.

Phase 1 Step 1

  1. The existing mainlanes, eastbound frontage road, HOV lane and Old Katy Road will remain in service during this construction phase.
  2. Witte Road culvert crossing constructed partially during each phase.
  3. Sign Old Katy Road for (one way) operation westbound traffic.
  4. Install temporary drainage hydrant relocations and manhole adjustments to widen Old Katy Road.
  5. Widen Old Katy Road.
  6. Overlay Old Katy Road and re-stripe for (one way) westbound traffic.
  7. Construct temporary pavement, two lane connector from westbound frontage road to Old Katy Road just west of Campbell Road.
  8. Install temporary signals at the intersections of Old Katy Road with Gessner Road, Bunker Hill Road, Blalock Road and Campbell Road.
  9. Part of the ultimate westbound mainlanes shall be constructed by the contractor of the adjacent project (Section 5) within the project limits of section 4 at the beginning of the project, from STA 1595+00 to approximately STA 1596+50.

Phase 1 Step 2

  1. Re-stripe and sign Old Katy Road west of Campbell Road to go from two lanes to one lane.
  2. Open Old Katy Road to (one way) westbound traffic.
  3. Open two lane connector from westbound frontage road to Old Katy Road just west of Campbell Road.
  4. Construct temporary drainage.
  5. Construct the ultimate westbound frontage road, utilities, and the ultimate drainage from east of Campbell Road to the east end of the project.
  6. Construct part of proposed westbound mainlanes from STA 1595+00 to STA 1608+00 (west of Gessner Road), including IH-10 mainlane temporary retaining walls, and temporary drainage.
  7. Constructed by others: temporary pavement for westbound mainlanes transition and temporary retaining walls from Section 5 STA 1595+00 to STA 1608+00.

    Note: this may require freeway lane closures westbound and shall be completed within periods specified in general notes.

  8. Shift westbound mainlanes to transition westbound traffic from Section 4 to Section 5 of the Katy Freeway Reconstruction Project. The existing mainlane westbound exit west of Gessner Road is closed and a new exit is provided through Section 5.
  9. Re-stripe westbound frontage road to allow for right turn and u-turns only at the cross street intersections of Gessner Road, Bunker Hill Road, Echo Lane / Blalock Road, and Campbell Road.

Phase 1 Step 3

  1. Open new westbound frontage road from Campbell Road to east end of the project.
  2. Construct temporary high mast lighting in the vicinity of the existing westbound frontage road.
  3. Construct 75' (min) of ultimate westbound mainlane pavement and temporary IH-10 mainlane retaining walls, and part of permanent drainage.
  4. Construct temporary on and off ramps connecting the westbound mainlane pavement to Old Katy Road.
  5. Construct part of mainlane bridges.
  6. Stripe westbound transition on new pavement at the beginning of the project to shift westbound traffic between Sections 4 & 5 in the next phase onto the new pavement.
  7. Install temporary drainage trunk line to the north of the existing westbound frontage road.
  8. Construct temporary outfall of temporary drainage trunk line north of the existing westbound frontage road to proposed Campbell culvert crossing.
  9. Construct temporary pavement past project limits to the east into project limits of Section 3 to facilitate the westbound mainlane transition.
  10. Remove striping on existing westbound frontage road and re-sign and restripe for right turn only and u-turn only at the intersections with cross streets.

Phase 2 Step 1

  1. Shift westbound mainlane traffic to the new westbound mainlane section with temporary on and off ramps open to traffic, and PM westbound HOV exit open to traffic, coordinate the switch with the contractors of Section 5 at the beginning of the project and Section 3 at the end of the project.
  2. Open the HOV westbound PM exit, HOV traffic will utilize the existing HOV lane eastbound and westbound, with the exception of PM westbound traffic wanting to exit prior to beltway 8 which will be provided with a slip ramp on Section 3 to facilitate this movement onto the new pavement constructed in phase 1.
  3. The existing westbound mainlane and westbound frontage road shall no longer be in service.
  4. Construct westbound mainlane section from Strey Lane to just west of Bunker Hill Road including temporary retaining walls.
  5. Maintain HOV lane eastbound in the present location until the construction of temporary eastbound HOV slip ramp is completed.
  6. Construct temporary HOV eastbound slip ramp entrance over one weekend, this requires closing the existing HOV lane.
  7. Switch the HOV lane to the north side of the centerline and open eastbound HOV slip ramp entrance for inbound traffic operation.
  8. The existing eastbound mainlane and frontage road remain in their existing location.
  9. Construct part of the westbound mainlanes at the beginning of the project.
  10. Install temporary drainage inlets and laterals tying to previously constructed temporary trunk in Phase 1.

Phase 2 Step 2

  1. The contractor of Section 5 shall construct temporary pavement from the beginning of the project into Section 4 to facilitate shifting the eastbound mainlanes.

    Note: this will require overnight freeway lane closures and coordination of the adjacent contractors of both end sections.

  2. Open HOV slip ramp entrance eastbound for am inbound traffic.
  3. Construct part of the new eastbound mainlane, and westbound frontage road west of Gessner Road, including permanent utilities and partial drainage.
  4. Construct temporary detour from Old Katy Road to new westbound frontage road west of Gessner Road.
  5. Existing eastbound mainlane and eastbound frontage road remain in their existing locations.

Phase 2 Step 3

  1. Coordinate the shifting of the eastbound mainlane traffic with the contractor of Section 5 onto the temporary pavement built in the previous step.
  2. At the beginning and end of the project, shift eastbound mainlanes and the HOV lane on the permanent roadway transitioning eastbound traffic from Section 5 and 3 to Section 4 of the project. This shall be coordinated between the contractors of these adjacent sections.
  3. Shift westbound Old Katy Road traffic west of Gessner Road to the temporary detour and onto the new westbound frontage road pavement.
  4. Construct part of the eastbound mainlanes and part of the temporary eastbound on and off ramps including permanent drainage.
  5. Construct the entrance ramps from the westbound frontage road and the westbound mainlanes to the Beltway 8 direct connector at the beginning of the project.
  6. The existing eastbound mainlanes and frontage road traffic remain in their present locations.
  7. Install temporary drainage inlets and laterals tying to previously constructed temporary trunk in Phase 1. For east of Campbell Road, install temporary drainage trunk.

Phase 2 Step 4

  1. At the end of the project shift HOV to the north and construct more of eastbound mainlanes.
  2. Construct temporary pavement for the Bingle Road exit and the eastbound mainlane transition that extends into Section 3.

Phase 3 Step 1

  1. Shift eastbound mainlane onto new eastbound mainlane pavement, coordinate between both Sections 5 and 3 respectively. Complete the portion of the temporary eastbound ramps that was not completed in Phase 2.

    Note: this will require ramp closures and need to be constructed within periods specified in general notes.

  2. Open westbound direct connector ramps from the westbound frontage road and the westbound mainlanes.
  3. Close the eastbound on and off ramps between Bunker Hill Road and Blalock Road /Echo Lane.
  4. Construct portions of the eastbound mainlanes and eastbound on and off ramps, including drainage.
  5. Construct the entire braided ramps between Bunker Hill Road and Blalock Road / Echo Lane.
  6. Close eastbound off ramp for Voss Road over Campbell Road.
  7. Construct drainage trunk line.
  8. Construct temporary storm sewer diversion from existing 2-8'x4' RCB, 48" RCP and 60" RCP to proposed witte culvert crossing of 3-8'x5' RCB.

Phase 3 Step 2

  1. Open braided ramp between Bunker Hill Road and Blalock Road / Echo Lane.
  2. Open off ramp for Voss Road.
  3. Close temporary on ramp east of Blalock Road / Echo Lane.
  4. Construct leave-outs of previous eastbound mainlane phase and step.
  5. Construct part of eastbound frontage road from beginning of project to Gessner Road.

Phase 3 Step 3

  1. Construct mainlane leave-outs of previous phase and step.
  2. Construct eastbound frontage road drainage line.
  3. Construct north side of eastbound frontage road.
  4. All eastbound ramps are open.

Phase 3 Step 4

  1. Shift eastbound frontage road traffic to newly constructed north side of road.
  2. Construct south side of the eastbound frontage road.
  3. Eastbound and westbound mainlanes are in the same locations as the previous phase.

Phase 4 Step 1

  1. Open eastbound frontage road completely to traffic.
  2. Construct cross streets.
  3. Construct westbound mainlanes over area of the old existing westbound frontage road.
  4. Construct westbound frontage road, drainage trunk line and detention trunk line.
  5. Construct temporary pavement to extend westbound temporary ramps to the new westbound frontage road.

    Note: all existing and temporary storm sewer culverts, inlets and junctions shall be removed or flowable backfilled by end of Phase 4 Step 1.

Phase 4 Step 2

  1. Shift westbound frontage road traffic onto new pavement.
  2. Construct leave-out sections of the westbound mainlane and westbound on and off ramps.
  3. Westbound on and off ramps between Bunker Hill Road and Blalock Road / Echo Lane are closed.

Phase 4 Step 3

  1. Open westbound off ramps to Blalock Road / Echo Lane, Bunker Hill Road.
  2. Open westbound on ramp west of Blalock Road / Echo Lane.
  3. Construct westbound mainlane and off ramp between Campbell Road and Bunker Hill Road.
  4. Construct leave-out between Blalock Road / Echo Lane and Campbell Road.

Phase 4 Step 4

  1. Open westbound on and off ramps.
  2. Construct leave-out of westbound on ramp between Gessner Road and Bunker Hill Road.
  3. The contractor shall revise the mainlane and HOV lanes to the final layout shown on the signing and pavement marking layout.
  4. Do final cleanup.
