Contract A Traffic Control Plan (TCP)

Traffic Control Plan (TCP)
To minimize inconvenience to the traveling public the limits of each phase shall be followed.

The TCP is divided into phases and steps. See Traffic Control Plans for additional and specific details of phases, steps and sequencing.

Work on Phase I will not commence until, in the opinion of the Engineer, sufficient material, equipment, machinery and additional resources required to insure continuity in the progress of work have been fabricated and/or stored and approved for use.

Phase 1 - Step 1A
Two-inch ACP overlay shall be placed on existing mainlanes as the first step of construction. Full pavement markings matching the existing markings shall be placed on this new overlay. Work shall begin on the relocation of all utilities on both sides of the project.

Construct the four cross culverts and then new north side trunk line from the Cane Island Branch to Katy-Fort Bend Road and the westbound frontage road from east of Pin Oak Blvd. to Katy-Fort Bend Road as shown in the plans. Temporary connections shall be built between the new westbound frontage road and the existing frontage road as shown in the plans. Portions of the existing westbound frontage road shall be widened as shown on the plans. The new fiber optic cable trunk line along this portion of the westbound frontage road shall be installed as early as possible. Construct the temporary ramp from the westbound mainlanes to the westbound frontage road. Build the portions of proposed U.S. 90 and Katy-Fort Bend Road as shown in the plans.

Phase 1 - Step 1B
Close westbound Pin Oak exit ramp. Route exiting traffic through Katy-Fort Bend Road. Move westbound frontage road traffic onto detour as shown on the plans between U.S. 90 and Katy-Fort Bend Road. Move westbound entrance ramp traffic, west of U.S. 90, to the temporary entrance ramp. Construct two cross culverts and the north side trunk line east of Katy-Fort Bend Road. Construct the westbound frontage road as shown in the plans. The new fiber optic cable trunk line east of Katy-Fort Bend Road, along the westbound frontage road shall be installed as early as possible. Temporary connections shall be built between the new westbound frontage road and the existing frontage road as shown in the plans. The existing eastbound frontage road shall be widened on the inside to accommodate two lanes of traffic during construction of the outside two lanes of the new frontage road. Build the new temporary ramps from the mainlanes to the frontage roads as shown in the plans. Construct a portion of new eastbound frontage road and temporary connections to the existing frontage road at SH 99. Build the portions of proposed U.S. 90, Katy-Fort Bend Road and SH 99 frontage roads as shown in the plans. Construct new SH 99 southbound frontage road bridge structure. Construct temporary widening along SH 99 southbound frontage road and a temporary connection to the existing frontage road as shown on plans.

Phase 1 - Step 2
Shift westbound frontage road traffic, west of Katy-Fort Bend Road, onto the new westbound frontage road. East of Katy-Fort Bend Road, westbound frontage road traffic remains on the existing frontage road. Build portions of the new westbound frontage between U.S. 90 and Katy-Fort Bend Road as shown in the plans. Construct a temporary connection between the new westbound frontage road and the existing frontage road as shown in the plan. Move eastbound frontage road traffic onto the temporary widening and build the two outside lanes of the new eastbound frontage road, except for the area at SH 99. The west leg of the south frontage road connector at SH 99 shall be built. Temporary connections and widenings for the new eastbound frontage road shall be constructed as shown in the plans. Build the new temporary ramps from the mainlanes to the frontage roads as shown in the plans. Shift traffic as shown in the plans for U.S. 90, Katy-Fort Bend Road and SH 99 and construct the proposed pavements and temporary pavement as shown.

Phase 1 - Step 3A
Shift mainlane traffic and construct temporary ACP in the existing mainlanes median as shown in the plans. Move westbound frontage road traffic onto the new westbound frontage road as shown in the plans and construct the outside lane of the new westbound frontage road at Katy-Fort Bend Road. Detour eastbound frontage road traffic onto the south frontage road connector at SH 99 to construct the new eastbound frontage. Shift existing traffic from the mainlanes, east of Katy-Fort Bend Road, to the temporary exit ramps. Shift traffic as shown in the plans for U.S. 90 and Katy-Fort Bend Road and construct the proposed pavements and temporary pavement as shown.

Phase 1 - Step 3B
Shift Katy-Fort Bend Road traffic and construct the proposed pavements and temporary pavement as shown.

Phase 2 - Step 1A
Move mainlane traffic onto detour as shown in the plans. Move traffic entering and exiting from the mainlanes to the temporary ramps. Open the new westbound frontage road to traffic while maintaining access to SH 99. Build the inside lane of the westbound frontage road at U.S. 90. Shift eastbound frontage road traffic to the new eastbound frontage road and build the inside lanes of the new eastbound frontage road in sections to allow for access to the mainlanes. Remove portions of the existing Katy-Fort Bed Road overpass as needed for proposed mainlanes construction. Construct the new eastbound mainlane outside lanes from the beginning of the project to east of Katy-Fort Bend Road and portions of the new westbound mainlane as shown in the plans. Construct the bridge structure of westbound mainlane and eastbound mainlane inside lanes for SH 99 overpass (omitting spans directly over existing SH 99). Build the proposed ramps as shown in the plans. Construct temporary connections between the new mainlanes and the existing mainlanes and construct temporary mainlane widenings as shown in the plans. Build the new temporary ramps from the mainlanes to the frontage roads as shown in the plans. Construct a portion of the southbound lanes for Katy-Fort Bend Road.

Phase 2 - Step 1B

Construct portion of the northbound inside lanes and temporary connection for Katy-Fort Bend Road as shown in the plans.

Construct portions of the northbound and southbound inside lanes for Katy-Fort Bend Road as shown in the plans.

Construct portion of the northbound outside lanes for Katy-Fort Bend Road as shown in the plans.

Phase 2 - Step 2
Move mainlane traffic onto detour as shown in the plans. Move traffic entering and exiting from the mainlanes to the new temporary ramps and complete the inside lanes of the eastbound frontage road. Construct portions of the new westbound mainlane outside lanes and temporary westbound mainlane widening as shown in the plans. Construct temporary westbound entrance ramps.

Phase 2 - Step 3A
Move traffic entering and exiting from the mainlanes to the new temporary ramps. Place signs for SH 99 westbound exit at Mason Road. Close westbound frontage road direct access to the existing SH 99 overpass and detour traffic as shown in the plans. Remove the north portion of existing Katy-Fort Bend Road overpass and the existing westbound frontage road bridge structure at SH 99 for the construction of the westbound mainlanes and bridge structures as shown in the plans. Build the inside lane of the westbound frontage road at ramp 10-A. Construct temporary connections between the new mainlanes and the existing mainlanes and new temporary ramps from the mainlanes to the frontage roads as shown in the plans.

Phase 2 - Step 3B
Close access to existing SH 99 Frontage Roads and move northbound and southbound traffic onto the completed southbound frontage road as shown on the plans. Remove existing SH 99 bridge structure over IH 10. Construct the remainder of the westbound mainlane bridge structure at SH 99 and the inside lanes of the eastbound mainlane bridge structure at SH 99. Construct new northbound frontage road except for the area where there is mainlane traffic. Construct new northbound frontage road bridge structure. Construct a portion of the southbound frontage road under the constructed mainlanes bridges at SH 99. Construct a portion of the eastbound frontage road outside lanes and south frontage road connector east of SH 99.

Phase 3 - Step 1
Move eastbound mainlane traffic onto detours and the new westbound mainlanes inside lanes and move westbound mainlane traffic onto the new westbound mainlane outer lanes. Shift traffic entering and exiting the mainlanes to the new ramps and temporary ramps as shown in the plans. Construct the remainder of the new northbound frontage road and southbound frontage road. Open SH 99 northbound and southbound frontage roads to traffic. Remove remainder of the existing Katy-Fort Bend Road overpass. Construct portions of the new westbound mainlane and eastbound mainlane as shown in the plans. Build the remainder of the U.S. 90/Katy-Fort Bend Road overpass and SH 99 overpass. Construct the temporary connections from the new mainlane to the existing mainlane as shown in the plans. Construct the remainder of the eastbound frontage road, U.S. 90 and Katy-Fort Bend Road.

Phase 3 - Step 2
Shift westbound mainlane traffic to the new westbound outside lane and shift eastbound mainlane traffic onto the new eastbound mainlane and detours as shown in the plans. Construct the new westbound and eastbound mainlanes inside lanes as shown in the plans.

Phase 3 - Step 3
Move eastbound mainlane traffic to the new eastbound mainlanes and detours as shown in the plans. Construct temporary overlay for eastbound exit ramp east of Katy-Fort Bend Road as a nighttime operation as soon as eastbound mainlane traffic has been shifted and open immediately to traffic. Construct the new eastbound mainlane outside lanes as shown in the plans. Construct the remainder of the temporary overlay for the eastbound mainlane at the end of the project.

Phase 3 - Step 4
Open all ramps to traffic as shown in the plans. Construct the remainder of the new eastbound mainlanes.
